TDS Charitable FoundationOrganisations that support landlords and tenants have just four weeks left to apply for a share of a £70,000 funding pot from the TDS Charitable Foundation.

The amount of money available to fund innovative projects that benefit the private rented sector has been increased for 2016, and people are urged to submit their bids before the deadline on Wednesday 10th August.

In particular, the foundation is looking to make funding available to commission a feasibility study into establishing a dedicated research centre for the sector in England and Wales.

More than £175,000 in grants has been given out by the TDS Charitable Foundation since it was established in 2014 by TDS, the UK’s leading insurance-backed tenancy deposit scheme. As the only not-for-profit scheme in its industry, TDS is committed to raising standards in the private rented sector.

Organisations that have successfully applied for funding in the past include Designs on Property Ltd, which was awarded £15,000 to fund a series of 12 independent reports on the private rented sector, the first of which looked into the typical buy-to-rent landlord and was published earlier this month.

Industry expert and report author Kate Faulkner said: “Without the funding from the TDS Charitable Foundation we would not have been able to carry out this independent research, which I believe is vital if we are to fully understand the industry in which we work and start challenging the misperceptions surrounding the private rented sector.

“I’d never applied for funding before but there was plenty of support available at every stage of the process and I would really encourage anyone who thinks they have a project that meets the objectives of the foundation to apply.”

Prof Martin Partington, chairman of TDS and the TDS Charitable Foundation, said: “Our not-for-profit status enables us to use part of our surplus income to raise standards in the industry we serve by reinvesting in education and training and promoting best practice, and as an organisation this is something we are passionate about.”

Landlords need more industry and government support to stay on top of ever-changing regulations

Property Expert Kate Faulkner’s research has found that landlords are such a diverse group of people that it’s almost impossible to reach them to communicate rules and regulations.

Contrary to the popular misconception that landlords are ‘greedy’ entrepreneurs who ‘just sit back and watch the money roll in’, research Kate carried out with the support of the TDS Charitable Foundation found that many landlords are over 55s letting out their own former home, and some are not even looking for financial gain; just buying property to rent to friends or family to help them out.

The research of 205 landlords across the UK was carried out for Kate’s latest report: ‘Who are the individual landlords providing private rented accommodation?’, which she has just completed with the support of the TDS Charitable Foundation.

Kate found that landlords are as individual and varied as the homes they rent out, with the survey being completed by teachers, doctors, web developers, librarians, army officers and retirees. Up to 40% of them are ‘accidental landlords’, letting out a property that was not bought for that purpose. Some have inherited property, or needed to move but couldn’t sell, so rented it out instead.

Confusion reigns
But while these landlords may try to do the right thing for their tenants, many are confused about the ever-changing rules and regulations. And, most worrying of all, some are completely uninformed; the results showed that one in five landlords does no research at all before letting out a property.

This has obvious implications for their tenants. Most landlords who completed our survey are getting the right checks on their property before letting, but it is disturbing that 8.6% of them did not obtain a gas safety certificate, and 30.5% failed to obtain an electrical safety certificate.

The main conclusion we drew from our research is something Kate has been saying for some time: everyone involved in the private rented sector urgently needs to work more closely together to educate landlords about creating safer rented housing for everyone.

With 145 lettings rules and regulations on letting, which are not only changing all the time but which vary from one local authority to another, it’s no wonder landlords are confused and struggle to keep up with the law. It is even more challenging if they are letting out property in another part of the country to where they live, for example if they’ve relocated for work, or because of a new relationship, and are renting out their former home.

How can we help landlords let property safely and legally?
It’s time for everyone in the PRS – lenders, legal companies, letting agents, tenant organisations and local authorities as well as the government – to collaborate to give landlords the tools and incentives they need to let property safely and legally.

If everybody worked together, they could promote trusted and consistent sources of information about preparing a property to let legally, about changes in the law, property maintenance and, of course, where to turn for independent, qualified advice.

However, because landlords are such a diverse group of people, and with many self-managing their properties, it makes it extremely difficult to communicate with them, unless they actively seek out information for themselves.

Even if they do their own research about rules and regulations, it can be still be confusing and Kate’s report suggests that even experienced landlords struggle.

What can we do to help?
With many landlords renting out their former home (so without talking to a lender) and most over-55s self-managing rather than using letting agent – and with nearly 40% not joining any landlord association – it’s clear that many landlords are ‘slipping through the net’.

The only people likely to come into contact with this group are local authorities and insurance companies – and they need to find better ways to communicate with them on a regular basis.

Landlords need a clear source of information they can turn to, a ‘one-stop shop’ that is recommended by everyone in the industry, from lenders to insurance companies. This would be the ideal place to communicate information in a clear, concise and consistent way – which our research revealed to be vital in encouraging landlords to implement legislative and regulation changes.

And Kate comments “How about the government introducing incentives for landlords to stay within the law, such as tax breaks or special deals which reward those that are renting legally and safely? The carrot is often more effective than the stick!”

In its annual review published this week, the TDS Charitable Foundation has revealed it provided £100,000 of funding for educational projects in its first year of operation. The Foundation aims to promote education for tenants and landlords in the private rented sector, and to raise standards in the industry.

Commenting on the report, Chair Professor Martin Partington said;

“We have been delighted at the number and variety of bids received over the year. Demand for funds greatly exceeded the resources we have available; the total value of bids in our first year was nearly £900,000! Initially we funded a number of smaller projects focussing on very local issues. But as the year progressed, the Trustees chose projects that would have greater national reach. For example, the development of training materials for other organisations to use in the delivery of local workshops. We felt this was better value for money, and these training packs are expected in the spring of 2016.”

Projects funded include the National Union of Students “ready to rent” initiative for the delivery of a tenant training programme for students, rolled out through students’ unions and Caerphilly County Borough Council to produce an equalities guidance booklet for landlords in Wales.

The Trustees are also on the lookout for really innovative ways to communicate information to landlords and tenants. For example in its most recent round of funding in October 2015, it funded the Ealing Equality Council £3,612 to deliver twenty four free walk in tenancy and support surgeries from a pop up shop.

Inviting applications for its next round of funding, which closes on the 10th December 2015, Professor Partington said:

“The theme for the last year has been educational projects to landlords and tenants to raise standards, and we are very keen to see bids that meet this objective. However, there is a lot of publicly available information for both landlords and tenants. Some of it is out of date and , more troubling, there is no central place for either of these groups to go to access the information they need.

The Trustees are keen to hear from organisations who would be interested in undertaking a feasibility study on improving the availability and dissemination of information in the private rented sector aimed at landlords and tenants.”

TDS Charitable Foundation Announces Funding for PRS Projects

The TDS Charitable Foundation has announced the successful recipients of its first round of funding for educational projects in private rented sector.

 

Launched this year by The Dispute Service, the UK’s leading provider of insurance based tenancy deposit protection, the Foundation invited bids of up to £20,000 each and was overwhelmed by applications from charities, tenant and landlord groups, local councils, and other organisations.

Commenting on the first round of funding for the Foundation, Chairman Professor Martin Partington said:

“The demand for funding exceeded even our wildest expectations. Despite a limit of £35,000 per round of funding, we received bids totalling almost £500,000. The Trustees endorsed those that were particularly innovative, or had greater reach.”

The Foundation works to advance education amongst landlords and tenants about private rented housing rights and obligations and has £35,000 available in each quarter to fund projects which support this aim. Applications are now open for the second round until 9th September 2014.

Trustee of the TDS Charitable Foundation, Martin Blakey, the Chief Executive of Unipol Student Homes in Leeds said; “It has been a great pleasure to distribute much needed funding to some excellent initiatives in the first round. Many of these projects simply would not have started without the support of the TDS Charitable Foundation. I am looking forward to seeing the progress of each project in the coming months.”

The successful Round 1 bidders and the projects to be funded are as follows:

National Union of Students

Awarded £20,000

The grant is for the delivery of a tenant training programme for students, rolled out through students’ unions across the UK. The training will equip students with the knowledge and understanding they need to make a success of their time in the private rented sector, both during their student careers and beyond; develop a cohort of ‘pathfinders’ in the sector whose knowledge and understanding will spread to others they live and have contact with; improve communication between landlords and tenants; and improve the confidence of student tenants in advocating their rights.

Chartered Institute of Housing

Awarded £6,300

The funding will support a complete revamp of the CIH online information service http://www.housing-rights.info/ to fully cover the private rented sector aimed at both existing and prospective tenants and their advisers. It will be of particular benefit to recent migrants who are often forced into poorer parts of the sector and are unaware of their rights and find it difficult to access advice services.

Caerphilly County Borough Council – Equalities and Welsh Language Team

Awarded £5,000

The project is to produce models of equalities/discrimination guidance for private landlord groups, the National Landlords Association, housing associations, Welsh local government and Citizens Advice Bureaux, which can be adapted to local circumstances.

Guidance document covers the Common Housing Register and equality laws, landlord and tenant case law examples, a ‘know your tenant’ guide, a list of contact details for local and national equalities organisations that landlords and tenants can access for further advice and support.

Wansbeck Citizens Advice Bureau

Awarded £2,500

Wansbeck CAB will be holding sessions with up to two thousand young people and adult learners at around twenty sites inNorthumberland, including the secondary schools, academies and colleges which either have young people who will be shortly thinking about their housing options or young adults who may already be holding a tenancy. The course will enable them to be a better tenant by understanding how to conduct a tenancy and by being better informed as to what they are responsible for and what issues they can raise with their landlord.

Generation Rent

Awarded £2,500

The grant will pay for the production and distribution of an engaging “Know Your Rights & Responsibilities” poster and a guide to renters’ rights and responsibilities. The information will communicate current rights and responsibilities under the law and list resources for further help, with space for each local area to list local resources.

TDS launches charitable foundation for private rented sector

TDS Charitable FoundationThe Tenancy Deposit Scheme (TDS) has announced the launch of a new charity for the private rented sector.

The TDS Charitable Foundation has now been registered as a Charitable Incorporated Organisation with the Charity Commission and will provide funding for training, education and projects to promote best practice in the private rented sector.

Steve Harriott, Chief Executive of TDS said:

“The TDS Charitable Foundation is the next step in our long term commitment to helping raise standards in the private rented sector. Industry practices are coming under close scrutiny at the moment, but training and accreditation remain entirely voluntary in the lettings industry.

“Letting property unprepared leaves everyone open to risk and we hope the TDS Charitable Foundation will help make support more accessible for landlords, letting agents and tenants, and provide valuable resources for providers of training and education.”

Having established the Charitable Foundation it is anticipated that the bulk of its funding will come from unclaimed deposit monies paid to tenants but never cashed (even after strenuous efforts to track down the tenants).  The Foundation will also seek funding from other grant giving entities.

The TDS Charitable Foundation is a registered charity and will begin accepting applications for funding from April 2014.
